Create and edit a Banner file, which is shown before loggin in.
sudo nano /etc/ssh/ssh-users-banner
Something like:
.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo.oOo. . . . Edit the sshd_config file and refer to the file created above:
sudo nano/etc/ssh/sshd_config

You can also add a different banner by matching the user who attempts to logon:
Match user root Banner /etc/ssh/sshd-root-banner Match user * Banner /etc/ssh/sshd-users-banner
Restart the sshd service:
service sshd restart
Note: If you want to change the welcome text after the login, you need to modify the /etc/motd file
